
Miftah Farid Hanggawan is the Director of Urban Legal and an Indonesian-qualified lawyer with close to 15 years of experience advising both government and non-government clients. His work focuses on aligning private interests and resources with public objectives, spanning administrative law, lawmaking, urban governance, and public-private partnerships. He has been instrumental in shaping multiple pieces of legislation and binding policy instruments, and has delivered legal advisory services across a range of urban development projects. His engagements with the public sector include work with various ministries, government agencies, development agencies, and local governments.
His legal practice covers a broad spectrum of sectors central to urban development, including infrastructure, urban governance, sustainability, and food systems, as well as water and utilities, housing, health, waste management and sanitation, and transportation. He also advises on digital transformation, disaster management, asset utilization, and project financing. In addition, he provides counsel on cross-cutting governance matters, including corruption prevention, risk management, integrity frameworks, and Regulatory Impact Assessment. Until recently, he served on the legal team of the President-elect’s Assistance Team, contributing to transition-related legal and institutional work. He has also acted as a legal expert in green infrastructure initiatives for an international development organization and as a legal consultant for national strategic projects.
Farid is a member of the Indonesian Advocates Association (PERADI) and the Association of Urban Legal Scholars (AULS), an international network of scholars in urban law. Alongside his professional practice, he has maintained a strong academic engagement, having taught at the University of Indonesia’s Faculty of Law for over a decade. He currently serves as a research fellow at the same institution and holds both a Law degree and a Master’s degree from the University of Indonesia.
